Wargaming Exercise and DE-CONSPIRATOR Consortium Meeting

On 29 of April 2026, DE-CONSPIRATOR partners and stakeholders gathered in Brussels for a series of activities, focused on presenting and discussing on potential Foreign Information Manipulation and Interference (FIMI) threats and related response strategies.

Following the wargaming exercise, consortium review meeting brought together DE-CONSPIRATOR partners to review progress, discuss deliverables, and plan the next phase of activities as the project moves toward its final stages.

Participatory Wargaming Workshop on Disinformation and FIMI

A dedicated wargaming workshop was held in Brussels on 29 April of 2026. The session was facilitated by Javier Borràs Arumí, Research Fellow at the Barcelona Centre for International Affairs (CIDOB) and Carme Colomina Saló, Senior Research Fellow and Editor at CIDOB, which is part of the DE-CONSPIRATOR consortium.

A total of 23 participants took part in the workshop, engaging in structured scenario-based discussions aimed at improving understanding of evolving hybrid information threats and possible response approaches.

This interactive workshop explored potential future scenarios of FIMI, and reflected on the tools, capabilities, and collaborative approaches needed to address emerging challenges. As an important milestone of the DE-CONSPIRATOR project, the workshop brought together a diverse group of stakeholders, including public institutions, civil society organisations, private sector actors, and academic experts.

The exercise followed a participatory wargaming methodology, in which participants assumed both attacker and defender roles.

This dual-perspective approach encouraged creative thinking, deepened understanding of adversarial strategies, and supported more robust reflections on preparedness, resilience, and response options in complex information environments.

The interactive format enabled participants to test assumptions about future information manipulation campaigns and to discuss the tools, capabilities, and forms of collaboration needed to address them effectively. The workshop was further enriched by broader consortium discussions involving the 12 research centres from 09 countries that form the DE-CONSPIRATOR consortium, strengthening coordination and shared understanding across the project.

Following the wargaming workshop, the DE-CONSPIRATOR project held the consortium meeting​, which brought together partners to assess progress, align ongoing deliverables, and priorities. As the project approaches its final pahse, partners focused on aligning work across work packages, ensuring timely delivery of key outputs, and strengthening coherence across research, policy, and dissemination activities.

The discussions also contributed to ongoing efforts to translate research findings into actionable policy insights, reinforcing the project’s objective of enhancing preparedness and resilience against information manipulation in Europe.

DE-CONSPIRATOR continues to bring together interdisciplinary expertise from across Europe to better understand, detect, and respond to complex information environments, while supporting evidence-based policy development at both national and European levels.

Conclusion

Together, the wargaming exercise and discussions in consortium meeting provided an important opportunity to connect research insights with practical reflection, reinforcing the project’s contribution to understanding and addressing evolving FIMI threats.

Looking ahead, DE-CONSPIRATOR is also preparing its joint Final Conference with sister projects, planned for November 2026, where project’s key findings, policy discussions, and collaborative reflections on FIMI challenges will be further explored.
